Since July 22, unprecedented wildfires have devastated large areas of the Gironde and Landes departments in southwestern France. Nearly 200,000 people have been evacuated, marking the largest evacuation operation in the nation's history. In response, the Adventist Development and Relief Agency (ADRA) in France has unlocked an exceptional emergency allocation, deploying service vouchers and essential relief packages through its Bordeaux branch to assist affected families.
The fires broke out in the early afternoon of July 22 near Saumos, in the heart of the Landes de Gascogne forest. Within five days, the flames consumed approximately 40,000 hectares in Gironde, posing a direct threat to the Lège-Cap-Ferret peninsula. Concurrently, a second major fire raged in the Landes department near Biscarrosse, destroying over 3,500 hectares of forest.
Human casualties have been averted, with no civilian fatalities reported to date. However, 84 firefighters suffered injuries, and several hundreds of homes were destroyed across both departments. Emergency response efforts have mobilized 2,500 firefighters, 1,500 military personnel, 1,200 police officers and gendarmes, and 450 accredited civil protection volunteers, supported by 18 firefighting aircraft. Nationwide, 2026 has marked a record year for wildfires, with nearly 100,000 hectares burned since January.
Critical Needs in the Aftermath of Evacuations
The disaster has been characterized by the sheer scale of population displacement. Nearly 200,000 individuals—including locals, tourists, and nursing home residents—were evacuated, tens of thousands of them overnight. The Nouvelle-Aquitaine region opened over 500 boarding beds across local high schools, while municipalities throughout the Arcachon Bay and Landes coastlines established emergency reception centers.
While immediate shelter has been provided, significant medium-term challenges remain. Many evacuees were forced to leave their homes within minutes, leaving behind essential documents, payment methods, and personal belongings. Fire officials in Gironde indicate that operations could extend over several months due to subterranean fires smoldering in the region's peaty soils, prolonging displacement for many households.
The economic disruption is equally severe. Over 13,000 businesses were evacuated in Gironde alone. Seasonal tourism workers, oyster farmers, and forestry employees face sudden loss of income at the height of the summer season.
Addressing Financial and Material Gaps
A critical gap exists between emergency evacuation and long-term financial recovery. Forest fires are not covered under France's standard "natural disaster" (catastrophe naturelle) compensation framework; property damages fall instead under individual comprehensive home insurance policies. While processing claims is standard procedure, insurance payouts typically take weeks or months.
This interim period creates severe vulnerability for uninsured or underinsured households, temporary workers, isolated elderly residents, and single-parent families. These demographics face immediate out-of-pocket costs for essential items such as prescription medications, replacement eyewear, and transportation. ADRA France’s intervention is specifically targeted at bridging this temporary gap.
ADRA France’s Relief Strategy
Operating from its Bordeaux branch, ADRA France is working in coordination with state services and local centers for social action (CCAS) in the impacted municipalities. The response relies on two primary mechanisms:
1. Service Vouchers: Redeemable at local businesses, these vouchers allow displaced individuals to purchase tailored necessities, including hygiene products, clothing, infant care supplies, non-prescription medication, and fuel. This approach preserves beneficiary autonomy, respects individual dignity, and supports local commercial establishments affected by the crisis.
2. Emergency Relief Kits: For individuals housed in collective centers or returning to homes without electricity, ADRA teams are preparing non-perishable food items, bottled water, hygiene kits, and infant care supplies. Distributions are coordinated with local partner organizations to ensure efficiency and avoid duplication of effort.
Ongoing Support and Accountability
While the initial allocation from the ADRA network has enabled an immediate emergency response, long-term support will be required as affected communities undergo the prolonged process of recovery.
